Billy was born in Fort Worth, Tx on September 9, 1952, to Billy and Betty Bowen Sr. He was a former employee of High Bros Masonry, Pate Jones Asphalt Paving and Harris Corp.
Billy was preceded in death by his parents, Betty High and husband Kenneth, Billy Joe Bowen Sr.
Survivors: Sisters, Debi Harris and husband Scott, Tonya Morrow and Lindy Toner; four nieces and three nephews.
