Charles Louis Howell, Jr, was born on April 8, 1946, in Elkhart, Texas, to Charles Sr. and Mary Howell. After finishing high school in 1964, he attended Sam Houston State University, earning a bachelor's degree in business and printing.
In 1970, Charles was drafted into the U.S. military and served a tour in Vietnam from 1970 to 1971. Following his service in Vietnam, he continued his military career in the U.S. Air Force, serving for 26 years as a Security Police Officer, 1st Sergeant, and Family Support Center Supervisor. He retired in 1993 with the rank of Senior Master Sergeant (SMSgt).
After retiring from the Air Force, Charles worked for several years serving his community in Mansfield, Texas, as a County Probation Officer.
Charles had a passion for advocacy and was deeply involved in supporting causes he believed in, including his support of fellow veterans and their families throughout his life. Charles never met a stranger and was known for his warm sense of humor and infectious laughter, which brought joy to those around him. He had a deep love of animals and never backed down from a hearty political debate.
He was a devoted husband to his wife, Shirley, with whom he shared 57 years of marriage. Together, they raised two daughters, Misty Bellotte, 55 (husband Jim and son Chase 31), and Monica, 51 (husband Corey and daughter Peyton, 23 and son Caius, 19). Charles was such a proud grandfather and reminded them often of how much he valued each of them for their individuality, and how they could make the world a better place. His love of family and friends was powerful, and he made a difference in the lives of many.
Charles passed away on December 30, 2024, at the age of 78, leaving behind a legacy of service, dedication, and advocacy. He will be remembered for his compassion for people, his giving spirit and curiosity, along with his warm sense of humor. His family and friends continue to remember him fondly.
