Chuck was born in Fort Worth, Texas to Olen L. and Mary Harvey Rogers, Jr. on December 17, 1940. He graduated from Arlington High School in 1959. He enlisted in the United States Air Force July 1963. His success in public service can be directly attributed to his strong work ethic and attention to detail. Other favorite pastimes he enjoyed were football, baseball and continuing to educate himself in the study of all sorts of history.
